The Forks
Township basketball
program is governed by the Community Basketball League (CBL). Further information on these by-laws can be

- CODE OF CONDUCT
- A
copy of Article 16 of the FTAA By-laws shall be signed by each
parent/guardian on or before the date the players receive their
uniforms. It is imperative that
the players/parents/guardians and coaches adhere to the code of
conduct. A zero-tolerance rule
will be in effect before, during and after practices and games.
- EQUIPMENT/UNIFORM POLICY
- All
equipment and uniforms are owned by Forks Township. Any equipment or uniforms you receive
must be returned in a reasonable timeframe and should be in the condition
it was presented to you. If you do
not return equipment and uniforms within two weeks of the return date,
you will be subject to a late fee assessed by the equipment manager. If the equipment/uniforms are not returned,
you will be billed for the replacement value of the
equipment/uniforms not returned.
- If
there is an outstanding uniform from a previous season, the child may not
register for another sport until either the uniform is returned or the
replacement value is paid.
- FORMING A TEAM
- All
players must be Forks
Township residents
unless specific approval is given by the Forks Township Recreation Board.
- The
approval process is to sign up during regular registration and fill out
the “Out Of Town Residents” section and bring it to the following
Recreation Board Meeting where the Board will hear the circumstances as
to why the player should be allowed to play in Forks Twp. If approved, they will be notified at
that meeting and placed into the pool of players.
- Sign-ups
are held during the month of September for basketball. If a child is not signed up by the last
day of the month, they may sign up with a late fee will be added to their
registration but payment will not be taken as the child will be placed on
a waiting list. Registering late,
does not ensure your child a spot on a team. When team rosters are populated, it is
then decided if there is any room left on a team in the child’s age group
or if there are enough late sign-ups to form a new team. The parent would be contacted by the
Commissioner if space is available.
Then payment arrangements must be made.
- Boys
at age 8 by September 1st can play basketball on a team in a
learning environment.
Substitutions are governed by the clock. Every 5 minutes, players are
rotated. The team with the lowest
amount of players obtains new players.
- All
boys and girls at age 9 are invited to an evaluation draft (held
separately). This evaluation
draft must be scheduled and attended by the basketball commissioner. Team coaches must be present or have
someone appointed on their behalf.
Coaches evaluate players and the team with the worst record from
the previous year attains the first pick of the draft and so on until all
players are placed on a team.
Roster maximum for each team is 12 players. If a new team must be formed due to an
influx of sign-ups, that coach shall have the first pick of the draft
superseding the team with the worst record from the prior season.
- All
boys and girls already on a team from the previous season shall remain
together on that same team and only players who did not play the previous
season are evaluated in a draft and follow the same procedures as stated
above for an evaluation draft. These
new players shall fill voids on the already intact teams to fill the
roster up to 12. Exception
requests must be brought before the Commissioner.
- New Players
- Any
new player age 9 & up must attend the evaluation draft. New player is defined as any player
who has never played Forks Twp. basketball or has skipped the previous
season.
- PLAYING TIME
- The
CBL does not currently have a significant playing time rule
other than a child must enter a game until the ball is turned over. Forks will follow league rules.
- PRACTICE AND GAME ATTENDANCE
- In
basketball, it is critical to attend all scheduled practices and
games. A child must learn the
plays and work together with the team to learn basketball
successfully. If a child must miss
a game or practice, a coach must be notified. A coach may alter playing time
accordingly if a child is missing practices.
- PARENT BEHAVIOR DURING PRACTICES AND GAMES
- Parents
are asked to refrain from coaching or voicing concern to referees from
the sidelines at any time. This
causes confusion for both coaches and players and distracts the players
from their position and could result in injury to a child. Referees do have the authority to
remove a spectator from a courtside!
We are subject to fines if coaches or parents get out of hand.

- PLAYING UP
- A
child may “play up” at the next level if approved by the
Commissioner. For instance, if an
8 year old child turns 9 on September 2nd, the child may be
placed on a 9/10 year old team if the child displays an ability to play
basketball and has attended at least one year of instructional basketball
or on has played one season on any basketball team.
- PLAYOFFS
- The
top four teams in each division enter the playoffs. The
teams cannot use players from another team.
